My warmest congratulations
to the men and women of the National Academy of
Science and Technology (NAST), for successfully organizing
its 27th Annual Scientific Meeting (ASM).
We have to be ready to face every challenge that we
encounter in this new millennium. In making a strong
republic, my administration would always be ready to
formulate and implement policies that will enhance the life
of every Filipino and make the Philippines globally
competitive. Thus I commend NAST for the choice of this
year's theme, "Philippine Agriculture 2020: A Strategy
for Poverty Alleviation, Food Security, Global
Competitiveness, Sustainability, Justice and Peace."
It is my hope that this Meeting would set the stage
for policy and action breakthroughs in the agriculture
sector. I thank the Academy for all its hard work to achieve
its vision of a progressive Philippines anchored on science.

My warmest felicitations to the National Academy of Science
and Technology as it holds its 27th Annual Scientific
Meeting.
The theme of this year's Annual Scientific Meeting, "Philippine
Agriculture 2020: A Strategy for Poverty Alleviation, Food
Security, Global Competitiveness, Sustainability, Justice
and Peace" is in keeping with the NSTW's "Beating the
Odds through Science and Technology." We expect that
this Meeting will produce a roadmap for the development of
the country's agricultural sector through science and
technology thereby upgrading the lives of the Filipino
people.
To the National Scientists and Academicians, who have
dedicated their whole lives to the advancement of science
and technology in the country, my sincerest congratulations!
Together, let us beat all the odds through Philippine
Agriculture 2020!

As the government's highest advisory body on science and
technology, the National Academy of Science and Technology (NAST)
takes pride in presenting to you the 27th Annual Scientific
Meeting focused on the theme "Philippine Agriculture
2020: A Strategy for Poverty Alleviation, Food Security,
Global Competitiveness, Sustainability, Justice and Peace."
The Academy, ever faithful to its vision to attain "A
progressive Philippines anchored on science," found it
necessary and timely to discuss issues of food security,
sustainability and global competitiveness. Further, in
keeping with its advisory activities, the Academy is
mandated to take an active role in policy formulation based
on scientific and objective findings, resulting from its
numerous roundtable discussions and scientific fora.
As Filipino scientists, it is our fervent hope that the
output of this year's scientific meeting will contribute to
a roadmap for Philippine Agriculture which would create a
great positive impact not only for our beloved stakeholders
but also on our policy makers and leaders. For with just
exactly a decade to go until the deadline for the Millennium
Development Goals (MDGs), it is imperative that the
political will and resources be harnessed to ensure the
attainment of the key targets of the MDGs.
On behalf of the whole Academy, let me extend my
appreciation to our partners and co-workers, Sen. Ramon B.
Magsaysay Jr., the Department of Science and Technology
especially the Philippine Council for Agriculture, Forestry
and Natural Resources Research and Development (PCARRD), the
Philippine Council for Aquatic and Marine Research and
Development (PCAMRD), the Technology Application and
Promotion Institute (TAPI), the Department of Agriculture
and its agencies, namely Bureau of Agricultural Research,
Livestock Development Council and Philippine Rice Research
Institute, the Department of Environment and Natural
Resources - Ecosystems Research and Development Bureau (DENR-ERDB)
and all sectors concerned for all the support given us to
ensure the success of this year's ASM.

It is both an honor and a great pride to be entrusted with
the task of organizing the National Academy of Science and
Technology's (NAST) 27th Annual Scientific Meeting with the
theme "Philippine Agriculture 2020: A Strategy for
Poverty Alleviation, Food Security, Global Competitiveness,
Sustainability, Justice and Peace."
This year the Academy aims to develop a strategic master
plan for the agriculture and natural resources sector that
is long-term, independent and thought provoking to inspire
stakeholders in the sector. Issues such as infrastructure
and support services; social dimension; health and
nutrition; environment; as well as the information and
communication technology for Agriculture 2020 will be
tackled and discussed by top scientists and experts in the
country.
Alongside with these activities, the ASM would also serve as
the Academy's venue to recognize outstanding Filipino
scientists in their achievements in the field of science and
technology.
Accordingly, we are hoping that after this scientific
meeting, we would all be enlightened by the issues we are
facing, confident of our capacity as a nation to overcome
them and prevail.
