RESOLUTION
REQUESTING CONGRESS TO ENACT AN ANIMAL HEALTH CODE
WHEREAS, there exist a number of animal
diseases that continue to pose threat to man either
directly through zoonotic infection or indirectly
through economically important diseases;
WHEREAS, every country has the right to adopt measures
to protect its citizenry, the economy and the
environment against the detrimental effects of said
animal diseases;
WHEREAS, current regulatory issuances had been mostly
in the form of orders by the executive branch of
government which do not provide the necessary
authority to government inspectors to enforce the
needed prevention and control measures;
WHEREAS, there is a need for a legislative action that
will lay the national policy and provide guidance to
national government agencies and local government
units towards concerted action in the prevention and
control of animal diseases.
NOW, THEREFORE, we the members of the National Academy
of Science and Technology (NAST) to recommend to the
President, HON. GLORIA MACAPAGAL ARROYO and the
Congress of the Philippines, the enactment of an
“ANIMAL HEALTH CODE OF THE PHILIPPINES.”
