Prospective
bidders should have experience in undertaking a
similar project within the last five (5) years with an
amount of at least 50% of the proposed project for
bidding. The Eligibility Check/Screening as well as
the Preliminary Examination of Bids shall use
non-discretionary “pass/fail” criteria.
Post-qualification of the lowest calculated bid shall
be conducted.
Bidding is
restricted to organizations with at least sixty
percent (60%) interest or outstanding capital stock
belonging to citizens of the Philippines, as specified
in Republic Act 5183 (RA 5183). Only bids from
Bidders who pass the eligibility check will be
opened. The process for the eligibility check is
described in Section II of the Bidding Documents, ITB.
The bidder with the lowest calculated bid (LCB) shall
advance to the post-qualification stage in order to
finally determine his responsiveness to the technical
and financial requirements of the project. The
contract shall then be awarded to the Lowest
Calculated and Responsive Bidder (LCRB) who has been
determined as such during the post-qualification
procedure.
All
particulars relative to Eligibility Statement and
Screening, Bid Security, Performance Security,
Pre-Bidding Conference(s), Evaluation of Bids,
Post-Qualification and Award of Contract shall be
governed by the pertinent provisions of R.A. 9184 and
its Implementing Rules and Regulations (IRR).
Bid
Documents will be available only to prospective
bidders upon payment of a non-refundable amount of
P1,000.00.
The
National Academy of Science and Technology assumes no
responsibility whatsoever to compensate or indemnify
bidders for any expenses incurred in the preparation
of bids.
